Abstract
Some have argued that the right of national self-determination gives every national group the power to decide for itself whether to remain part of an existing state or to secede unilaterally and form its own state. Such a theory underpins the claim that Quebec is entitled to decide on its own whether or not to leave Canada. This paper examines the main philosophical arguments for the theory and finds them one-dimensional and inadequate; they fail to take account of the full range of complex issues arising in actual cases of proposed secession. If the right of national self-determination is understood as involving a right of unilateral secession, it cannot be attributed to national groups across the board. It arises only in specific historical circumstances, usually involving oppression or other forms of grave injustice.

Certains ont dit que le droit d'auto-détermination nationale donne à tout groupe nationa1le pouvoir de décider pour lui-même s'il veut rester à l'intérieur d'un état qui existe ou s'il veut sécéder unilatéralement et former son propre état. Une telle théorie soutient la revendication que le Québec a le droit de décider s'il veut quitter le Canada ou non. Cette dissertation examine les arguments philosophiques principaux de cette théorie et les trouve unidimensionnels et insuffisants; ils ne prennent pas en consideration toute la gamme des questions compliqués qui surviennent dans les cas actuels de sécession proposée. Si, par le droit d'auto-détermination nationale, on entend un droit de sécession unilatérale, ce droit ne peut pas être attribué à tout groupe national qui existe. Il ne survient que dans des circonstances historiques spécifiques qui comprennent d'habitude de l'oppression ou d'autres formes de grave injustice.
