Abstract
This article looks at the implicit politics of eco-certification as an activist strategy. Drawing on the example of the Forest Stewardship Council and forestry activism in British Columbia during the 1990s, this article considers underlying norms of the certification approach, the inherent limitations of its institutional setting, and the empowering and disempowering implications for participants in forest policy debates. These implicit politics may have a disciplining influence on public debate regarding the future of environmental regulation, and governance more generally, at a time when wider experimentation with alternative approaches is both necessary and otherwise timely. The analysis draws attention to the continuing need to focus on issues of democratic control and authority, rather than settling for governance mechanisms consistent with neoliberal ideology.
French Abstract
Cet article analyse les politiques implicites de l'éco-certification comme stratégie militante. S'inspirant de l'exemple de « Forest Stewardship Council » et du militantisme dans le secteur forestier en Colombie-Britannique durant les années 1990, cet article sonde les normes sous-jacentes de la démarche de certification, les limitations inhérentes de son cadre institutionnel, ainsi que l'agrément et le non-agrément des participants aux débats concernant les politiques du secteur forestier. Ces politiques implicites peuvent avoir une influence organisatrice sur le débat public concernant l'avenir de la réglementation environnementale et la bonne gestion des affaires publiques dans son ensemble, à un moment où une expérimentation plus généralisée des démarches alternatives s'avère à la fois nécessaire et opportune. L'analyse attire l'attention sur le besoin constant de s'attacher aux problématiques de contrôle et d'autorité démocratique, plutôt que de se cantonner à des mécanismes de gouvernance cohérents avec l'idéologie néo-libérale.
