Abstract
Professor Mitu Gulati of Duke Law School assesses the addition of a new tool – a market for sovereign control – which could help allay government problems by facilitating welfare-enhancing border changes. He also suggests ways to design a market that will amend those problems and improve the status quo, and suggests ways that this market might improve the current sovereign debt crisis in Ukraine.
